Users Don’t Respond to Feedback Comments

Users never reply to feedback or comments on feedback. Unlike in our live-chat, where users seem to always respond, they never do here. I'm wondering if the notification system you have doesn't encourage this, or doesn't imply a response to a comment on their feedback/bug report. But it makes things hard for us as we get 0% followups on any questions we have about bugs, feedback, etc. I find myself creating a thead in our live-chat referencing their feedback and then they reply immediately.
