Send email notifications for published changelog updates

When a changelog entry is published, workspace admins should be able to notify users by email. This should support sending changelog announcement emails to the relevant audience, such as subscribers, voters/commenters on linked requests, or all opted-in users depending on workspace settings. This would help teams close the loop after shipping features and make sure important product updates are actually seen.
