Less intrusive "new update" notification

Currently, the new update notification comes for everyone who is just signing up, regardless of when we made the last update. There should be an option to toggle this off and also have a way to show something to the user that there is a new update. Canny does this by showing a red badge on the CTA that opens the feedback/updates panel if there are new updates available and keeps showing the badge until the user has read it.Basically showing them that there are updates available without popping up a notification.
