Enable to merge post into closed/finished requests

I think it was possible earlier, but currently it is not. I need to close some posts by merging into another with the same request so the authors can see an original response for their question in the "biggest" thread. Sometimes, we open already closed post after some time, when users start a new initiative on this topic, so there is a need to keep it under one post.
