Arabic language support for customer-facing UI

With RTL support. I tested just setting the page <html dir="rtl" /> and most things look fine. Some icons might need CSS scaleX(-1) to be mirrored (e.g. any arrow icons for going back, etc.)

"All feedback" and the sorting options (Top, Latest...) are still missing translations
