Allow full customization or disabling of the "New update available!" component

Teams should be able to fully customize the built-in "New update available!" component or disable it entirely. Right now the default UI is opinionated, which makes it hard to align the experience with an existing design system. This request is for a supported way to either replace the component visually or turn it off altogether.
